Charles from the Big Idea Blogger Dot Net have commented about this and left a good suggestion if the technique could be further elaborated. And this is what I'm going to do now.

If you go again read my story, you would know how so many moths ago, I have just dropped to a PR0 without any specific cause. I was not that active in paid reviews (probably once a month), I do sell text links but I also link naturally to related sites on my blogroll, and best of all, I'm not even spamming anyone or anything. Basically I was shocked at that time to see my PR sliding down to bottom.
The Lesson It Taught Me
After much consolation from friends and further review on the topic, I have noted that there was not much (or only a little difference) from the traffic I have been receiving from the search engine bots. Therefore, the drastic change in pr didn't really take a major blow on my blog, only in my side as a blogger that is striving to uphold a quality blog.
So does pr really matter? Well, the obvious answer is yes. But here's a little Google secret you need to know: everytime you see your pr drop because of certain issue with bots, what Google only does is to hide your real page rank and display a lower page rank at the time being. Therefore, the obvious solution to getting back a lost page rank is to reevaluate your blog and see which parts you've got crossed with the webmasters TOS.
But Wait, I Didn't Do Anything for I Was Too Busy Relaunching My Blog
That time when I regained my pr, I was practically dumbfounded as to the reason why I have gotten it back. That was the time when I was so busy redesigning and relaunching my blog that caring for seo was not even in my schedule. Of course I was happy that I did regained the pr, but then I felt a certain need to discover the explanation to that phenomenon. What I learned became a turning point in my perspective to blog seo.

One thing is for sure, Google is very traditional when it comes to all forms of optimization. As Google and many professional optimization experts call it- "organic seo". That is the process of the natural accumulation of links wherein sites exchange related and add more value to the query of a searcher.
To best describe this, we need an example: Person A blogs about special occasions. For his next post, a certain reader wants to know the tips on how to pick a great wedding cake (the asker have no clue and is in dire need of help). Thus, Person A goes to the rescue and decided to write about it. Of course, person A's specialty is only on planing special occasions. He does have some background on wedding cakes but he feels the need to give a really good post by carefully detailing every possible aspect.
In comes Person B who is a cake designer and a professional baker. Person A finds his content to be accurate and highly useful. So upon writing his post, Person A will more likely link to a certain post of Person B just to provide additional references which can prove to be beneficial for the topic.
This occurrence, is a good example of natural link building. To sum it shortly natural link building is an event wherein no negotiations are being exchanged and a external link is created by means of providing supplemental resource relevant to the topic.
How Blogging Connections Help Establish Natural Links
First of all, this topic calls for a required action from a blogger to form connections (friendship or even the more formal aspect of partnership) to another blogger who is also a notable person in the niche. Through time, there are many forms of benefits that can be taken out of this connection. For one, being included to a friend blog roll is the most obvious one. Like the case of Maki from DoshDosh Dot Com for example, he doesn't spend much time on anything aside from writing quality content, and yet everytime he publishes a post, at least 1 of his readers will automatically link back to it in their psot (or future posts).

The point being emphasized is that, as you gain more connection and exposure with other bloggers/blogs and readers, seo develops naturally without even you needing to initiate it. That's just how powerful blogging connections are.
